Low Cost Loans Almost A Certainty For Domestic Automakers
Chrysler General Motors and Ford haven’t had a whole lot to croon about lately but given Congress’ willingness to support a 25 billion loan package each automaker will soon find their respective financial outlooks to be much brighter.
On Wednesday the House of Representatives passed a loan bill 37058 which will allow the automakers and auto suppliers to borrow the money needed to retool their plants to build smaller cars and related parts. The Senate is expected to pass the bill today and President Bush has said that he will sign it into law.
Special assistance from the Energy Department who will write the rules or loan parameters must be completed within sixty days which means that money could be available as soon as the first few days of 2009. As part of the fast tracking of the loan package the legislation will give the Energy Department ten million dollars to administer the program which will allow the government to hire outside help to meet the deadline.
The loan package is a result of an energy bill passed in December 2007 requiring that all automakers increase their corporate average fuel economy CAFE numbers fleetwide fuel economy by 40 percent. The 25 billion loan program in that package wasn’t funded leading to a push by the automakers and their political allies to make sure that the money was made available.
Both presidential candidates have long endorsed the aid citing the need for automakers to retool plants to build cars that use less fuel while being better for the environment. Of course Michigan is considered to be a huge swing state in this year’s election with both camps campaigning vigorously for voters. Lobbyists representing the automakers have been working all summer to make sure that the legislation was introduced and passed.
Loan recipients are expected to be able to take as long as 25 years to pay off their government debt with a possible deferral of as long as five years. On the financial market each automaker would pay interest charges of ten percent or more while the provisions of this loan package will keep that rate between four and five percent.
Will the money help Ford Chrysler and General Motors stave off financial disaster? At least for the short term each company will be able to buy some time to update their fleets but the next twelve to eighteen months will be a critical period especially if the overall economy continues to sink.
